Why your phone can't call or text in Japan

Here is how it shows up. You land at Narita, the travel eSIM connects, and maps and LINE work at once. Then your bank sends a login code that never arrives, and a call to your ryokan ends in "Call failed" before it even rings.

Nothing is wrong with the eSIM or the signal. The problem sits on the voice side of your own home line, and Japan no longer has an older network underneath to catch it.

Japan switched off its last 3G network on 31 March 2026

Japan's three older networks closed one at a time. KDDI ended au's 3G on 31 March 2022, SoftBank followed on 15 April 2024, and NTT Docomo closed FOMA, the last of them, on 31 March 2026.

2G went more than a decade earlier, when Docomo's mova service closed on 31 March 2012. So Japan now runs 4G and 5G only, and on 4G a phone call travels by VoLTE or not at all.

Docomo warned its own customers that from 1 April 2026 a 4G phone with VoLTE switched off can no longer make voice calls. Visitors roaming in got no such warning.

What VoLTE roaming is, in plain words

VoLTE, voice over LTE, carries a phone call across the 4G network as data, handed to your home carrier's voice system. Abroad it only works when three separate things line up.

• Your phone supports VoLTE, and it is switched on.
• Your carrier has enabled your exact model for VoLTE roaming. Telstra states plainly that not all VoLTE handsets can do this, and that phones approved for roaming can differ from those approved at home.
• Your carrier has a VoLTE roaming agreement with the Japanese network you land on, signed separately from the data agreement.

Miss any one and your number cannot make or take a call. Until recently the phone quietly stepped down to 3G for the call and nobody noticed. That fallback is exactly what Japan has removed.

Why data works when calls and texts do not

Data roaming on 4G is old and simple: your phone attaches to the Japanese network and your traffic goes out to the internet. Voice is the part that used to borrow the old network, dropping to 3G for each call and climbing back. With 3G gone, the phone shows full bars and working data while the call button fails.

Texts are messier, because some carriers still deliver SMS to a roamer without VoLTE and some cannot. Canada's Freedom Mobile warns its customers that without VoLTE Roaming they can lose messaging, data and voice, including 911, where there is no 3G. Plan as if your codes will not arrive.

Who gets caught out

Recent flagship phones on a big carrier's monthly plan are usually fine. The travellers who land with no calls tend to fit one of these.

• Prepaid and budget brands that resell a larger network, which do not always inherit its VoLTE roaming agreements.
• Phones bought abroad or grey-imported: VoLTE-capable, but missing from your carrier's roaming list.
• Phones with VoLTE, 4G calling or HD Voice switched off after a SIM swap or settings reset.
• Anyone whose carrier has no VoLTE agreement with a Japanese network yet. The phone can be perfect and the call still fails.

If you only use WhatsApp, LINE and FaceTime, none of this touches you. It hits your real number: ordinary calls, texts, and the codes that ride on them.

Which other countries have no 3G to fall back on?

Japan is the newest name on a growing list. What decides your calls is whether 2G went with 3G, because a phone without VoLTE roaming can still call over 2G wherever it survives.

The United States is now as strict as Japan. T-Mobile's network evolution page dates the retirement of its 2G network to 3 August 2026, four years after AT&T and Verizon closed 3G, so a visitor to the United States without VoLTE roaming has nothing left for ordinary calls.

New Zealand finished this year too, and 2degrees now tells its own customers to check VoLTE roaming before they travel. France is the contrast: Arcep's timetable, updated 10 September 2026, keeps 3G until the end of 2028 or 2029 depending on the operator.

How do you check before you fly?

You cannot prove VoLTE roaming from your sofa, because a VoLTE call at home only proves VoLTE at home. These steps take ten minutes and settle almost every case.

• Open your carrier's roaming page for Japan and look for VoLTE, 4G calling or HD Voice beside the partner networks. If Japan is listed for data and VoLTE is not mentioned, assume calls will fail.
• Check your model against your carrier's VoLTE roaming device list where one exists; Australian, New Zealand and Canadian carriers publish them.
• Confirm VoLTE is on. On iPhone: Settings, Cellular, your home line, Voice & Data. On Android: Settings, Network & internet, SIMs, then VoLTE, 4G calling or Enhanced 4G LTE Mode.
• Update the phone's software. Telstra tells customers that once the system is current, VoLTE is typically enabled within four hours.
• Turn on Wi-Fi Calling for your home line while still at home. Verizon, for one, says an iPhone cannot activate it once you have left the US.
• Ask in writing: is my exact model enabled for VoLTE roaming on a Japanese network? A yes in a chat transcript beats a coverage map.

The one-minute test at the airport

Test for real the moment you land, while airport Wi-Fi is still within reach. Turn Wi-Fi off, call a friend or your voicemail from your home line, and send one text; your carrier's roaming rate applies to that call. If it fails, or the home line shows SOS while the eSIM shows full bars, set up the workarounds below before you leave the terminal.

Wi-Fi Calling keeps your own number reachable

Wi-Fi Calling sends calls and texts for your home number over the internet, which sidesteps the missing VoLTE agreement entirely. Your carrier has to allow it abroad, and costs vary: Verizon makes Wi-Fi calls back to US numbers free and charges international rates to other countries.

On iPhone it does not always need actual Wi-Fi. Apple's dual SIM documentation shows one line using Wi-Fi Calling over the other line's cellular data, with Allow Cellular Data Switching on, so your home number can ride on a travel eSIM's Japanese 4G.

Keep your home line's own Data Roaming off, so the switch can never spend its roaming data. On Android it depends on maker and carrier, and Google's Pixel dual SIM help lists carrier support for Wi-Fi Calling as a requirement.

What a travel eSIM fixes, and what it does not

A Zwitchy travel eSIM is data only. In Japan it puts your phone on a national 4G and 5G network, which keeps maps, LINE, WhatsApp, FaceTime audio and Wi-Fi Calling over data working whatever your home carrier has agreed.

It does not give you a Japanese number, it cannot receive SMS, and it does not repair your home line's ordinary calls. A data eSIM is not a fix for missing VoLTE roaming, and anyone who sells it to you as one is wrong.

Bank codes by SMS are the real casualty

A missed login code can lock you out of your bank on the day your card is declined at a ticket machine. Before you fly, move every account you might need to an authenticator app, a passkey or in-app approval, and sign in once on the phone you are travelling with.

If your carrier's Wi-Fi Calling carries texts, as Verizon's does, codes can still reach you over data. Do not count on it until you have seen one arrive that way.

Emergency calls: what is certain and what is not

Japan's emergency numbers are 110 for police and 119 for fire and ambulance, and the Japan Visitor Hotline on 050-3816-2787 answers 24 hours a day. Save all three before you land.

Whether your phone reaches 110 or 119 without VoLTE roaming is where carriers disagree. Telstra says a phone that cannot make VoLTE emergency calls will not get through where there is no 3G, even with 4G or 5G coverage. 2degrees says emergency calling on a VoLTE-capable phone works wherever there is coverage.

The honest reading: a modern VoLTE-capable phone probably can, an older or imported one may not. Apple adds that with no cellular service, an iPhone with Wi-Fi Calling on might place an emergency call over Wi-Fi.

Some countries are more explicit. Australia's 2024 determination makes providers cut off phones that cannot reach Triple Zero, exempting a foreign traveller staying up to 90 days once the phone has been warned, and our Australia guide covers which phones it hits. In Iceland, the regulator gives visitors a test number, 1280, so nobody dials 112 to check.

Why this matters more on a ski trip this winter

Niseko United opens all four ski areas on 28 November 2026, weather permitting, and shuttle drivers, ski schools and rental shops still ring your number. Off-piste and in bad weather, a real call to 119 is the one thing no app replaces. Check VoLTE roaming before a mountain trip, not at the top of one.
